The proposed development is located on lands where the stated development objective in the 1999 County Development Plan is 'B1' - 'To protect and provide for the development of horticulture and to provide for the housing needs of persons native to the area in accordance with the approved action area plan'. The applicant has provided no details of his housing need and the proposed development would, therefore, contravene materially the development objective for the area and accordingly would be contrary to the proper planning and development of the area.

The development by reason of its location would seriously infringe the established building line and its excessive height and size would be visually obtrusive and out of character with the pattern of development in the area. The proposal would be seriously injurious to the amenities of residential properties in area and would be contrary to the proper planning and development of the area.
